Institutional crypto infrastructure continues expanding, with Solana launching an open-source delivery-versus-payment system for financial institutions, Ondo bringing tokenized exposure to pre-IPO private companies onchain, and Spiko raising $90 million as its tokenized cash-fund business grows. Corporate treasuries are still accumulating as well, with Strategy adding Bitcoin, Strive making its largest Bitcoin purchase since June and BitMine pushing its Ethereum holdings above 6 million ETH.The CFTC is beginning work on a federal framework for leveraged and margined retail crypto transactions even without new legislation from Congress, while FinCEN has withdrawn proposed rules targeting self-custody wallet transactions and broad crypto-mixing activity. ZachXBT also says he fronted roughly $350,000 to infiltrate an alleged Chinese laundering network connected to North Korea's Lazarus Group, while Ethereum's Glamsterdam upgrade moves onto the Sepolia testnet. Bitcoin is pushing toward $87,000 as ETF inflows turn positive again and markets sharply reduce expectations for another immediate Fed rate hike following a weaker September jobs report. Craig Cobb says Bitcoin is approaching a critical technical level around $87,374, the high of the recently closed three-month candle. A sustained break above that level would reinforce the improving weekly trend and could begin establishing a cleaner daily uptrend, while Ethereum still needs to clear roughly $2,800 and much of the broader market remains in consolidation.Kraken's parent company is building 24/7 institutional dollar settlement, while a proposed tokenized-securities venue involving OKX and the NYSE's parent company would bring round-the-clock trading closer to U.S. stocks. Bitcoin is trading around $83,300 as leverage continues to come out of the market, leaving the $82,000 to $87,000 range as the key structure to watch. Solana ETFs, meanwhile, recorded their strongest week yet with roughly $188 million in net inflows, led by approximately $128 million into Bitwise's fund. Franklin Templeton is also bringing tokenized money-market assets into Bybit's collateral system, allowing eligible users to access trading credit while the underlying assets remain in regulated custody and continue earning yield.The bigger discussion is the SEC's new staff guidance on crypto token buybacks. For functional networks, the Division of Corporation Finance says an issuer's buyback of a non-security token does not by itself create the managerial promise necessary to make that token part of an investment contract. That raises a broader issue for token holders: owning a token associated with a company does not necessarily give you the ownership rights or legal protections of owning that company's stock.
