The Dallas Stars announced Tuesday it has signed a nonbinding letter of intent to build an arena and entertainment district at The Shops at Willow Bend site; the Dallas Mavericks will pay just under $51 million for roughly 20% of the approximately 104 acres at the former Valley View Mall site if they buy it for their new arena development.
